Sandy answered the big question in Chris L's comment few comments down. The dividers are removable. So perhaps it was kludged in with permanent fasteners for the legal reasons you mention, until they could get the regulatory approval db4c 09 mentions.

Companies don't throw away money. The materials in recyclable batteries are far too valuable to throw away. A lot of ill founded ideas are floated around by people who don't like the idea of ICE cars being replaced by EVs. Some think it's all part of the nanny state forcing changes on them. That isn't what the coming popularity of EVs is all about - they actually will work out well for the average driver, cost wise. No, please don't believe the various other shallow arguments floated about by EV opponents. Here's a surprise - some are put out there by companies that depend on the ICE car industry.

@carholic-sz3qv I don't disagree, and thought the brace could be a deliberate design element from early on - I was just noting Sandy's grumpiness about it.
