  1. While the Jones Act is stupid and needs to be changed, the benefits to places like Milwaukee are overstated. Water transport for goods may be 1/12th of rail, but rail is also incredibly cheap. Back when the alternative was a cart drawn by oxen, it made sense to use rivers, or even go dig a canal to float cargo. These days the net difference in price between river and rail is, as Peter likes to say, a "rounding error".
