  3.  @sfsahire1  answer is sampling rate of the camera recording control dashboard is far smaller than the monitor refresh rate. Basically we are seeing aliasing due to not able to meet the Nyquist sampling rate. It has nothing to do with the eyes. Camera is recording at 30 frames per second, monitor probably at 60 FPS or higher.
