@donswearingen9805 constitutionally mandated? So close the interstate system? Defund border security? Eliminate the TVA? Disband the FAA? None of those are mandated by the Constitution. Don, a little advice. Whenever you find a simple solution to fix a massively complex government, don’t post it. A rule of thumb is: if it fits on a bumper sticker, it isn’t a solution to complex problems.

And you are not the only person to fall for that. Reagan hated government so much, he became the HEAD of the entire thing. Then for good measure, he ran a second time and served 4 more years. THEN he campaigned for his VP to get a turn at the top of the government he hated. Only idiots took Reagan literally.
