  2. No, Republican voters CAUSED this. Only branch that can declare war is Congress. The House has no Speaker, and the Republicans voted to give themselves another week of vacation. The entire world knows the US Congress cannot pass laws or appropriations without a Speaker. Hamas saw their chance, so they took their shot. Why Republicans thought it would be OK to paralyze Congress for another week is beyond anyone's comprehension. Republicans are INCAPABLE of governing, and every single Republican voter is COMPLICIT to what happened.
