  18. A big factor with the nuclear weapons is....do they work? Warheads don't last long, and five gives you ten the upkeep budget took the form of a superyacht somewhere in the Adriatic Sea ("It's not like we'll ever USE those things, they're just for posturing, right?") Even if the chance of failure is, say, 10%, you want to be damn certain a nuclear missile you're firing isn't going to blow up in the silo, or fail to blow up after hitting the target.
