  1. Lets face some ugly truths......even if they could reach some sort of compromise.......COULD THE AMERICANS BE TRUSTED TO HOLD UP THEIR END OF A DEAL.....HISTORY IS NOT IN THEIR FAVOUR.....THEIR TRACK RECORD IS SHADY AT BEST.

Turkey is a non starter......they can not be trusted.......and Europe is another non starter......America / UK would be totally stupid for President Putin......ICC ANYBODY......there is only one place that is feasible.....RUSSIA......there would be too big a threat of a ( TERRORIST ATTACK ) anywhere else.
