I think you're getting very bad advice. Malta has actually two programs, one is for most people who want to move there and work there and get benefits etc, and the other is for non dom. Many people spend less than one day a year in Malta and pay almost no tax. There are quite a few different programs and they're very complex and confusing. There's a big market for agents who steer people into programs that are complex for the purpose of collecting fees from them. I just don't think it's a good place to live, that's why I'm looking at the Republic of Cyprus. A lot of the considerations have to do with what type of income you have. You might want to open up the internet and download official government documents on the tax policies of these countries, or better yet, search for PWC tax reports by country which are very detailed, accurate, and free online.
