  1. Also, look at interstate commerce law, when a group of people, such as the rioters, "substantially interferes" with interstate commerce. This is also how Civil Rights law works, which, after the 1964 act, protects every race. One can find this under police power. There are also the laws on sedition, insurrection, terrorism, etc. They're digging themselves a very deep hole.
