  1. Being as France has taught many of the radical dictators around the world in their universities, and has been a bolt hole for them to hide, I can see why they are spied upon. Ho Chi Minh attended a French college called the Collège Quốc học (lycée or secondary education) in Huế Vietnam, but he dropped out. He later traveled to both France and the US, where he joined up with the communist movement. Many others were blessed with a radicalized "French education" as well.
