  1. Hong Kong doesn't currently have laws for large marine animal encounters because it almost never happens. This may spur some legislation, but it's sad that this had to happen regardless. The only way to prevent people from approaching it is to have an aggressive marine police constantly surveil the area and remove offenders, but I don't think there was a legal basis to do so.

  3. That's the most far-fetched political comment I've seen this week. Democracy has nearly nothing to do with the culture of environmental protection--that comes from rules legislated from the top of any government. Human-caused whale deaths have occurred near every country that sees whales, yes, including the democratic ones.
