  1. They’re working on it, China already has building codes but getting lower level governments to actually enforce them is difficult. Especially in the past, this has been rife with corruption as with many other aspects of governance in China. Even developed countries are not immune to shoddy buildings and falsified inspections. But scale of the problem in China is unprecedented in human history (1.4B people with many in mountainous, remote areas), and the government knows this. The great earthquake of 2008 killed over 60,000 people in remote towns that took the armies literally days and weeks to reach because of landslides.
