  2.  Captain Cook  Whatever. He needs lots of blood to be spilled. That way he would declare himself "the savior, who stopped the bloodshed". One thing about civil conflict is that you never know which way it will turn. "Authorized officers" will become sitting ducks on the day they begin their "work".
