Prabaharan knew that, establishing a country is not that easy, first India should be willing to allow it, he wanted to attack them for attacking the Tamils. That was his first agenda. So if the police did not attack the conference the students would not have gone the police. Eventually military came to Jaffna started kidnapping boys and girls, many went missing. This is how things escalated.

People tried to flee only after they were starved and shelled day and night, by then the death toll reached over 100 000.
