  1. it's so obvious what's going on.  Keep ethnic pupils less well educated thus, they won't get decent jobs so perpetuates that it's because of "racism", & keeps them safe in their well paid jobs and keeps the VERY lucrative race baiting industries going.  Shameful but hey, that's "progression" for you.
