That is an indirect count of votes, and thus not popular vote in the sense of one-man-one-vote on a national scale. The entirety of the rest of your post again stays within this strange paradigm of needing pieces of dirt to have equal voting power, rather than people. Here's the current system: Let's say 1 000 000 people vote in state X 600 000 vote Dem. 400 000 vote Rep. This means 100% of state X's electoral college votes go to Dem in the national election. That's 400 000 votes completely erased. Popular vote: Let's say 1 000 000 people vote in state X 600 000 vote Dem. 400 000 vote Rep. In a national election, those are 400 000 votes that will remain in the total tally of votes.

What about weighting black people more than white people? After all, black people have enormous concerns that white people don't have. Just because they are fewer people, that shouldn't mean the politicians should just ignore them, right?

What would matter is their opinions on national policy, and that's something the president should pay attention to. Currently the president (in an election) only bothers with swing states. Of course, since the prez can just up and change tune day 1 after the election (like they all do), having one-man-one-vote is just the beginning of the necessary re-haul of the US electoral system. Other potential fixes include: -creating more parties to reflect the will of the people. -ranked choice voting to undermine fear-based voting.

In these countries one man gets one vote. Everyone gets an equal say in how to run the country. It seems you can only understand people as a subsection of a state or province. Frankly, it's baffling, unless you are angling the discussion to be about state protection as a way to justify a minority having more of a say in the election than the majority. I'm not saying that's what you are doing, but I'm starting to suspect it. When I call attention to the lack of voter participation and disenfranchisement in the current system, you simply stop responding. When I call attention to all the lost voting power for people in non-swing states, you simply stop responding. Back to square one you go, thinking only in terms of states, rather than people.

Whereas I, and several others, have been trying to get it across to you that we are talking about the people in the state. In the case of CA, this would be conservatives. They have no incentive to vote. You never respond to that point. It seems you are more concerned with how powerful a particular piece of dirt is on the map, than the actual people living in the country. This is why I keep saying "states don't have the right to vote. People do". By balancing the power each section of dirt has in total by compensating the per captia voting power of each person, that is what is happening: the people (in populous states) lose voting power in order to buttress other (less populated) states. With dire consequences.

With one-man-one-vote, at least everyone gets an equal say in the election. By weighting each state and county equally, you disadvantage heavily populated states and counties, and disenfranchise the minority party voters in all non-swing states and counties.
