Of all the myths surrounding Pearl Harbor the idea that the outbreak of war was a complete surprise is the most commonly believed. The surprise was that Pearl Harbor was the first target. US, Commonwealth and Dutch forces in the Far East were all on alert. The carriers were sent out to send reinforcement aircraft to exposed garrisons at Midway, Wake and Johnston Islands. These Islands were all under US Navy command and carriers were the only way to get additional aircraft to the garrisons.
