  2. I wonder why vandalism is so much lower in Japan than North America. It seems to me that, if there were lower crime rates in North America (such as vandalism, drug use, theft, etc.), a lot more would be possible. We could provide more for the public, trusting it would be respected, we could shift our resources from defending ourselves and our property towards other things, and quality of life would go up, perhaps dramatically. Is Japan safer because of the culture, is it a police state (so people behave out of fear), or some other reason entirely? I’m sure there isn’t a straight forward answer to this complex question, but it’s worth thinking about.
