  2. Back to the vagrancy laws - they would criminalize the poor for having no place of their own - or walking on foot, and not being able to afford a ride in a carriage, boat, on a horse.

Which do not like homeless people, it is unsightly, too many of them challenge the economic narrative, AND it reminds them that the pitchforks could be coming out for them. contempt mus be created so that those that barely hang on to having a place to live do not show solidarity. The homeless should be terrified of the police and always busy trying to evade them. Then they hopefully will not think about getting uppity. I also wonder if that cop was on a power trip. Or needed an arrest for his stats. Or it was black on white revenge ....
