How much bureaucraZy wants Pete to create (and finance) ? Means testing WHO gets college for free = more administrative costs, because at least 50 % of the applicants have to "justify" why they should get it free. Likely every year (parents could earn more). Never mind - if the student works would THAT count as well ? How do you account for the divorced parent that pays alimony (but has a new family with another partner) ? And Pete also forgets to mention that not only millionaires have to pay tuition. If the family income is 100,000 they would have to pay according to Pete. In many parts of the country (but not all) that makes you part of the upper middle class, but not a millionaire. That is the income of 2 teachers working full time. It is not even that much in areas like New York or in Los Angeles or San Francisco. Universal: everyon one gets it and the "means testing" is done by way of TAXATION: The rich (the millionaires) DO pay anyway. but then it does not cost extra, the IRS has to deal with them anyway. - good public services also help to make the higher tax burden more acceptable for the affluent (the rich will always have their special arrangements). In wealthy European countries the affluent have their kids in public schools and colleges (private colleges are not a thing, at least not not to the degree they are in the U.S. It is not so clear that the Harvard training is that much better - I think a lot of it is the desire of the elites to reamain among themselves. Even with scholarships - most students there come at least from upper middle class. Those degrees are the entry card to the REALLY good jobs or a political career.
