  1. The Cheney / Bush admin had prepared the war in summer 2001 already. The Taliban were not as easy to work with as the Saudis and became a nuisance.

  2. The mujahedeen (many of them foreigners) Rich Saudi Osama bin Laden was one of them and was much later tolerated by the Taliban - which are more people of the land (many tribes). They formed in Pakistan, I think organized themselves - from the refugee camps. (from the civil war that broke out after the Soviets left). The Soviets could have kept the country peaceful - at least the larger settlements and they brought improvements (medical care, education, more rights for women, industrial manufacturing maybe). But they had only invaded BECAUSE THE US already sent in the extremists from Saudi Arabia. Carter started that in summer 1979 (or at least then it became more apparent), and Reagan escalated the proxy war big time. The Soviets shared a border with Afghanistan that is hard to control and they certainly did not want to let an US friendly extreme regime establish itself. That would try to stir up trouble with their Muslim communities in the adjacent Soviet Republics. And they did not want the U.S. in their underbelly.
