I know many will be too young to remember. But the 2 main reasons the US couldn't win the Viet Nam war was were fighting for a regime just as evil as the one were fighting against, and the US was trying to play this political warfare. No one could pursue the enemy into certain areas. For a long time they couldn't bomb some places, etc. They hobbled the military until it wasn't 'allowed' to win.

With all due respect to Ukraine now, the decision not to flood weapons was due in part to the revolution had just started & they didn't fight very well for Crimea or Donbass. The country was improving but was still very corrupt. The US, UK, I think France & others did try to build consensus but the world didn't care really. Your sanctions don't work well unless a lot of people join in. You have to look at it with historic perspective. I personally think they did fumble the ball in 2014. But maybe not as much as you think.
