  2. I remember a South American country (Brazil I think) cracking down on bribery and other corruption in their bureaucracy after decades of complaints. They claimed it took so long and was so common that most civil servants would quit if they actually had to live on their salary alone and the whole system would grind to a halt. Apparently many did quit. Though mostly to try and avoid arrest. Once the raises that they were supposed to have gotten (Why pay them more? They make plenty from the bribes.) were approved everything carried on.
