There is a contract, a covenant if you prefer, between the people and the government. The people will not take direct action, revenge, against others who have wronged them. They leave it up to the government to deal with catching and punishing them. The government isn't perfect, the majority of criminals aren't caught for each of their crimes. But we accept this in exchange for the belief that eventually most will be caught and punished if they continue to engage in criminal behavior. The government has broken their end of the contract. They refuse to stop all but the most obvious of crimes. It is only a matter of time until the people go back to the brutal but efficient system of vigilantism. Deal with criminals right then and there. If they survive, the police can pick them up at the hospital. If not, oh well, the rest will learn.
