  2. It seems extreme but maybe involve the Feds. If you are selling stolen merchandise in California to someone in Idaho, that's interstate trafficking. When a few start looking at 10 years of federal time the others will reexamine the risk reward ratio. If prosecutors can get inventive with charges to keep criminals out of prison, they can do it the other way. Of course the usual suspects will start screaming about excessive sentencing for "minor offenses" with obligatory claims of racism. But eventually enough people will tell them to shut up and go away.
