  1. Poor enough is relative. Maybe if I'm starving, or hungry and have no food in the foreseeable future. But stealing the latest iPhone because I "need" to have the latest tech to be cool, or a bunch of clothes from a store to resell on eBay is not desperation, it's just theft and should be treated accordingly.
