  1. The world hasn't changed as much as people think since the 19th century. There are plenty of spheres of influence out there - I'd know, I live in the American sphere of influence here. As for nation states, those obviously exist - just check who is being allowed into Europe with full rights and who isn't, and using what logic.

  2. The comparison with Latin America is a bit confusing... It was never one political entity, the country that was (Brazil) remained basically intact. As for Latin America being "culturally similar" to Russia... how? Of course as countries in the western periphery there are some similarities between Russia, Turkey, Latin America, Thailand etc, and one could even say Germany, Iberia and Japan. But those aren't cultural similarities it's just the issue of modernization. I think it's quite obvious that be it political history or culture, East Europe is far more similar between themselves than any country there is to Latin America. The region of Europe most similar to Latin America, obviously, is the iberian peninsula.
