The problem is that due to political correctness, we are no longer able to use the term "street people" to differentiate from "homeless people". This is an important distinction. Many people who are "homeless" couch surf or live in trailers, vans, cars, etc., while showering at the gym but hold down jobs and are law-abiding citizens who remain clean and sober. "Street people" are people who are addicts and won't seek a bed at a shelter because shelters have RULES, one of which is a prohibition on drugs and alcohol. Street people are unable and/or unwilling to live by those rules and so they choose instead to live on the streets (or in trains or train stations) to maintain their freedom.
