  1. Imagine that even in an era where everybody has a cell phone, it took someone almost five minutes after hearing the sound of a gunshot to call the authorities. Many people are fast asleep during the hours when most shootings occur. This is why ShotSpotter is so badly needed and why Johnson is such an idiot for wanting to scrap it.
