  1. It was the Liberal ACLU that sued to end institutionalization. It all started with the case of O'Connor v. Donaldson , 422 U.S. 563 (1975). This caused a chain reaction of mental hospitals shutting down. Liberals never take responsibility for this and they instead blame Ronald Reagan.
