  1. Since when did governments make optimal choices on such things? Almost never. H is DOA for surface transportation.

  2.  @subhadityasen5486  That's not an adequate case for H with limited exceptions. Bio fuel from 'waste' cellulose, algae and so on is a far better bet and can be done competitively with petrol. H is going to be 3 to 4X more expensive than diesel unless inexpensive low pressure high density storage is developed, something I've seen touted since the 1980's.
