They have automatic sensors like a Tesla or Volvo 18 wheeler, incase of operator failure they stop on their own.( which looks like the case here because notice it stops inches from him) . The only person in danger is the defendant and the front of tram. In California I can literally DAMAGE and obstruct real train tracks( trains cannot stop . A real train needs about a MILE to stop) and get maximum penalty of 3 years.

@cheeseca7529 trams operate like a car because they occupy the same roads that cars are on, they can stop like a car and have automatic sensors like a modern car( like a Tesla). Unless you jump infront of it literally last second you're not going to be hit. This appears to be modern enough that the conductor could've been asleep and the automatic breaking would've taken control. No one was in danger.
