The definition is: “Terrorism (from the Latin word terror, panic) is the commission of serious violence, or serious threat thereof, WITHOUT LAWFUL GROUNDS, for a political or religious purpose. In most understandings of what terrorism is, it must involve illegal violence, usually linked to civilians and victims. This means that Hamas is not a terrorist organization but a resistance movement that even has the right to use violence. Israël, together with the US are the terrorists because the occupation is not a legal ground.

China understands that very well and so does Putin. Cooperation and adaptation take a state further than simply imposing sanctions. That creates enemies. Read for example: The Governance of China by Xi Jinping, Volume IV. In my view it is mostly common sense. The US still needs to learn to cooperate.

Of course, the three-judge panel of the Ninth Circuit Court holding that courts cannot review executive branch foreign policy decisions even when there is a risk of violating domestic and international laws is wrong and unwise. They don't even understand their own function. From this I conclude that they are complicit and have been bribed. Besides, most lawyers are liars. Don't respect them.
