I just want to say that Americans have cared and treated tribals like the Kukis better than the Indian government ever has. Much of the schools, hospitals, and other infrastructure that tribals have were made by Americans. Many of these institutions are still run by Americans who truly only do it because they care for the tribals. It is because of the mentioned facts that Americans have earned the respect of most tribals so why not let the Americans mediate a peace between the tribals and the Indian government?

@iamon8029 I'm not naming Kuki schools for you to torch but according to the UDISE over 142 schools were made by Americans for tribals, including Kukis.

Americans are trying to help. I have an American friend who was trying to organize disaster relieve for all the parties involved but according to him, the Indian government is barring his people from entering Manipur and the Indian government has already expelled many Americans who trying to help from Manipur.

@harshaliygadgil there are several disaster relieve programs that constantly operate in American cities, most notably Teen Challenge. With regards to the riots in France, the French are developed enough and have the organization and resources to take care of their issues. The Fact that France has not summoned its own army to quell the riots is proof that France is able to take care of the riot. No American help is needed by the French. Apart from my explanation, plenty of Americans have developed friendships and fondess for tribals like the Kukis for decades. Its only natural that Americans care for their well-being and are offering to peacefully persuade them to quit their violence and treat their wounded. India is missing out on peacefully calming the situation by not accepting American help.
