when Gaza was under Egyptian occupation, there was conflict between the Egyptians and the Palestinians. The Egyptian government thought Gaza was ungovernable. After Israel took Gaza, Israel offered to give Gaza back to Egypt but Egypt turned it down because they didn't want to deal with Gaza.
