  16. There was no goodwill. J&K is a disputed territory and all those rivers belonged to Pakistan. Western countries helped India and made payment to Pakistan to sell three rivers to India. America and world bank didn't force India to sign Indus Water Treaty, instead India begged for it. Your argument is only valid, if J&K is part of India not a disputed territory.
