The Member States are ENCOURAGED to spend a certain amount of their GDP on Defence , bit it is Not obligatory , because after all , they still have to RUN their Own Country . Europe would have beaten Germany , but Russia would Not have done so , so we would be living in a different world now . It CAN be said that America hastened the Victory though , for sure . The U.S. had been " sitting on the fence " prior to Japan striking Pearl . There was even some considerable sympathies there for Hifler's Policies .
