  2. Just as Germany had the Schlieffen pkan, other countries had their own. (Even) if you want peace - prepare for war. Mobilization, concentration of troops and general strategy in case of a war with a certain country have to be planned well in advance (and plans revised periodically as circumstances change) if they are to be executed quickly - since if they are not and the other side does it quickly - they have an overwhelming advantage. Each power had many different plans - prepared for various scenarios - in 1914. they just picked the one they thought was the most appropriate to the circumstances.
