Like the later 9mm Makarov, it had been designed to be the higest power that could be conveniently used in a blowback handgun (without weight disadvantages), Infact, the 9mm Glisenti, that was a bit more powerful (same muzzle speed, but with a 124 grain bullet instead of 110) needed some "trick" (the buffer spring and pad of the Beretta M1915 and M1923) to spare the frame and slide without overweighting them.

1914, and Belgium already had FN. It could have gained a contract only if the country had sayed in the conflict for longer, and so, like others did, had to use every handgun available.
