The MAB38/A is heavier, has a longer barrel (so the compensator has more leverage) and the foregrip (so the support hand has more leverage). That's why is even more controllable.

According to Roy f. Dunlap (US Sgt. armorer in WWII, "ordnance went up front") none ever tought of using other SMGs if they could put their hands on a MAB38.

The heavier the bolt and the longer the bolt travel, the slower the fire rate. The spring tension has little importance (but it must be enough to reduce the speed of the bolt to values compatible with the survival of the receiver before the bolt impacts with it). Service SMGs (this one, the M3 Grease Gun, the STEN...) have fare heavier bolts than what's simply required to safely shoot their respective ammos, exactly to reduce the fire rate to the desired value.
