Dictatorships tend to build crappy armies, because to control population only needs an army at the minimum level of efficiency, while the army is the only real threat for the dictator, so resourcefulness of the officers is actively discouraged, yes-men are promoted, and a lot of the armed forces' money is spent in bribes.
