The problem with toggle delayed actions, like that of the Pedersen, in sporting firearms is that there is a VERY slight difference between too little angle (the action is too locked, and doesn't cycle) and too much angle (the lock doesn't delay the opening enough). In military firearms that's less important because there's ONE service cartridge, not many different for case material, bullet weight, propellant...
