  2. When the private diver said she was definitely not in the river it gave people hope that she had wondered off and was still alive.

  4.  @bigdogg5372  I think the same. Peter the private diving expert said that bodies don't move that far from where they first go in the water. The phone on the bench and the dog and harness nearby led the police to think she had entered the water at that spot but in reality it was much further away.
