If WV wants to repeal the income tax then they need to send back the check received from the Federal government because the WHOLE state is economically distressed and belongs to the Appalachian Regional Commission. Can't get rid of the income tax and take federal money. Also, this will help the rich more than the Wal Mart and Lowes employees.
