  6. youre close- they have to use the 85th percentile for setting speed limits- meaning they need to be at or 'just below' the speed at which 85% of surveyed motorists are driving. the best first step for fighting a speeding citation is to ask to see the peoples' speed survey for that particular stretch of roadway and first- see if one even exists.

  9. good luck enforcing your ridiculous speed limits without detailed speed surveys of EACH speed-limit change. anyone charged with speeding has a right to see any such speed surveys in court.
