  1. Government made enough rules and regulations that make it EXTREMELY DANGEROUS TO HIRE PEOPLE. Basically a business can be SUED by either customers or even other employees, if the employer hires somebody without doing this 'due diligence' to the point where, an employer has a perfectly RATIONAL fear of hiring anybody anymore in USA. However FORCING people to hire ex-convicts is especially egregious, given the potential liability and lawsuits that will destroy many employers (or prevent hiring)
