The problem with any regulations is that Government always ends up chasing the Yesterday's problem, they cannot preconceive of any new problems that can arise, it should be part of the Cost of Business for the corporation to think about the problems they can cause in advance. Government size will have to be bigger than the private sector size for it to be able to preconceive of all the problems, thus they can only chase the problems of the Past.

  2. I think Government has a role to play when it concerns the Tragedy of Commons, specifically Environmental Issues. However, I don't see how Regulations can help at all. Compliance with regulations can always can be postponed and regulators can be bought, corruption will prevent meaningful regulations Instead start an Action Class Lawsuit against any firm that Damages environment, firm must be forced to fix the problem but also a huge fine, say 100x damages
