For the 100th time Ukraine never had capability to utilize nuclear weapons All codes for launch were kept within the Kremlin and never given to the Ukrainian SSR during the entire Soviet Union's existence When Ukraine became independent in 1991 all they inherited was physical access to the sites that's it, no capacity for use And the government of Ukraine already knew this In fact the Ukraine government was so desperate to get rid of those weapons, because they feared rightly that would be used as justification for Russia to reclaim or "secure" those sites and then Ukraine would have Russian troops in their borders permanently

The only thing inaccurate was the omission that the Ukrainians themselves were desperate to get rid of the inherited stockpile of nukes They already knew they could never use them because all codes were never once given to them and Moscow would never share said codes with what was now an newly independent nation They also feared that continued storage of the sites would eventually prompt Russia to make it as a justification to send it troops to "reclaim" them and then Ukraine would have to deal with more Russians on their borders In addition the United States was not at all happy to have a new accidental member to the exclusive nuke club and was prepared to use economic penalties against the brand new independent Ukraine if they kept them and violated non proliferation
