China is just hoping they can buy some influence in the ME because they are extremely worried that their strict governance on the Muslim Uyghurs will spark a Muslim nation to sympathize with the Uyghur plight and now China will become the subject of jihadist extremist activity So China is essentially saying: "Hey guys look at me and my money! Don't you all like my money? Here take it do business with me, not the West you hate them right? I do too. They are horrible to Muslims but don't look at my own activity in Xinjiang. Don't look at me rewriting the Quran and banning Ramadan. Take all this money instead! Now that we friends help me with security amongst my own Islamic population"
