I'd use the term powerhouse pretty loosely Japan's military unfortunately is in the same situation as both the Chinese and Taiwan Japan unfortunately has no experience in military or combat since the 1940s a similar situation to China where they've had no military experience or combat since the 1970s with Vietnam and China lost that fight In Japan is also in a similar situation as Taiwan where Taiwan may have access to sort of high-tech enough military hardware but they don't have enough people trained into using it because they have a hard time in retaining military personnel and career soldiers
